Does my convenience store or gas station need this permit?

Yes. Any business selling covered tobacco, nicotine, or vapor products to consumers needs a Virginia ABC Retail Tobacco Permit beginning October 1, 2026.

What does it cost?

The state application fee is $300 for existing Virginia ABC alcohol licensees and $400 for retailers without one, per location. Fees are set by Virginia ABC and subject to change.
