Do vape and smoke shops need the new Virginia permit?

Yes. Businesses selling vapor products, e-liquid, liquid nicotine, and nicotine pouches to consumers need a Virginia ABC Retail Tobacco Permit beginning October 1, 2026.

What does it cost?

The state application fee is $300 for existing Virginia ABC alcohol licensees and $400 for retailers without one. Fees are set by Virginia ABC and subject to change.

Do I need a permit for each store?

Yes. A separate permit is required for every retail location. We handle multi-location filings together.
