Yes. Nicotine pouches such as ZYN, VELO, Rogue, and On! are covered nicotine products. Retailers selling them need a Virginia ABC Retail Tobacco Permit beginning October 1, 2026.

I only sell pouches, not vapes or cigarettes. Do I still need it?

Yes. Selling any covered nicotine product to consumers requires the permit, even if pouches are all you carry.

What does it cost?

The state application fee is $300 for existing Virginia ABC alcohol licensees and $400 for retailers without one. Fees are set by Virginia ABC and subject to change.
