Grocery Store Permit FAQ

Does my grocery store need a tobacco permit?

Yes. Any business selling covered tobacco, nicotine, or vapor products to consumers needs a Virginia ABC Retail Tobacco Permit beginning October 1, 2026, including grocery stores and supermarkets.

We have a customer-service desk that sells tobacco. Does that count?

Yes. If any part of your store sells covered products to consumers, the location needs a permit. Each location needs its own permit.

What does it cost?

The state application fee is $300 for existing Virginia ABC alcohol licensees and $400 for retailers without one, per location. Fees are set by Virginia ABC and subject to change.
